Schleswig-Holstein is the most co-op-friendly state in the north on paper: its Wohnraumförderungsrichtlinien (WoFöRL SH) carry a dedicated Nr. 15 on Genossenschaftswohnungen, revised and in force since 2026-02-01. Ministry: Inneres, Kommunales, Wohnen und Sport; Förderbank: IB.SH, Kiel.

  • Three lines reach a housing group, and they stack: investive Förderung of new build and Ersterwerb of co-op flats; a grant for members buying Genossenschaftsanteile; and a Gründungsfonds for the pre-project phase. KfW 134 is passed through by IB.SH on top.
  • The application is a three-step relay, not one form. First the Kommune issues a Stellungnahme confirming local need and target group. Then the ARGE für zeitgemäßes Bauen e.V. checks building quality, ecology, urban-design goals and the reasonableness of costs, and writes a Bewertungsvermerk. Only then does IB.SH take the loan application and test Kapitaldienstfähigkeit and Beleihung. Budget your timeline for all three.
  • The bargain: up to 85 % of reasonable costs as subsidised loans and Investitionszuschüsse, against letting to Wohnberechtigungsschein holders for normally 35 years at regionally differentiated Fördermieten with capped increases. Payment comes in three tranches — Baubeginn, Rohbau, Bezugsfertigkeit.
  • Mixing is allowed: the number of funded and unfunded flats in one building is flexible, which suits a group that wants a social core and free-financed remainder.
  • No retro-funding of overruns. The Schlussabrechnung cuts the subsidy if costs come in lower, and never raises it if they come in higher.
  • IB.SH staffs named advisers specifically for genossenschaftliche Wohnprojekte — a small but real signal.

Detail

  • Scale: roughly 100 Wohnungsgenossenschaften in the state — about 50 large ones with over 124,000 members between them, which built more than 2,000 subsidised units between 2015 and 2020, plus about 50 small co-op settlements of typically 10 to 30 units and under 1,000 units in total. New small co-ops are appearing in rural areas and on the islands, not only in the cities.
  • The state explicitly recommends that municipalities grant an Anhandgabe on a plot so a forming group has room to plan and pre-agree — the same instrument Hamburg formalised, but here a recommendation rather than a rule.
  • IB.SH excludes controversial business fields and breaches of responsible-governance principles under its Nachhaltigkeitsleitlinie.
  • Open question (not a fact): the euro figures — Grunddarlehen and Zusatzdarlehen per m², Investitionszuschuss, interest rate, Fördermiete per region, income limits and the Eigenkapital quota — are set in the WoFöRL SH itself, which was not retrievable on 2026-09-10 (ib-sh.de publishes only the qualitative description; the 2022 Wegweiser gives the 85 % and 35-year figures used above). Get the current WoFöRL from the Innenministerium before modelling. Its Nr. 15 is the clause a co-op should read first.
