Brandenburg’s project-level pre-financing for creating owner-occupied flats in inner cities (Richtlinie zur Förderung von Wohneigentum in Innenstädten): the ILB lends the developer, who then sells to self-users — structurally the loan a Baugemeinschaft’s Projekt-GmbH or Bauträger needs before members’ own brandenburg-ilb-wohneigentum loans kick in.
- How: zinsfreies Baudarlehen up to €3,500 per m² Wohnfläche for Herrichtung of innerörtliche Bestandsgebäude or Neubau of flats to be sold as selbst genutztes Wohneigentum.
- Terms: 3 years zins- und tilgungsfrei from first payout, then market rate, Tilgung ≥3 %; repayment on sale of each flat (pro rata), in full after 10 years at the latest. If sales fail, ILB may allow renting: either under the MietwohnungsbauförderR (binding + loan stays zinsfrei) or unbound with surplus rent as Sondertilgung. Einmaliges Entgelt 2.5 % (1 % if bound rental), laufend 0.5 %.
- Who: “Investoren” — entities that develop and sell. Open question (not a fact): whether a Baugemeinschaft-eGbR or an eG that later transfers units to members is accepted as Investor; ask ILB (Infotelefon 0331 660-1322) before relying on it.
- Gates: Gebietskulisse (GIS check) and städtebauliche Einordnung; ILB checks first, then requests full documents; no start before contract.
