The non-investive strand of Wohnungsbau BW 2022 (VwV Abschnitt II B Nr. 4): the state simply buys a social binding on flats that already exist and are free of bindings, paying a one-off grant per square metre. For a cohousing group that has bought or finished a building without subsidy, this is the cheapest way to convert part of the house into permanently affordable, allocation-bound housing without taking a state loan at all.

  • Grant per m² Wohnfläche, by binding length: €350 (10 yr) / €475 (15) / €870 (25) / €1,045 (30) / €1,390 (40). Amounts scale with the agreed rent reduction (reference 33% below the ortsübliche Vergleichsmiete, range 20–40%); bindings from 25 years upwards carry a 10% “Langläuferzuschlag” in the underlying subsidy calculation.
  • Applicant: Wohnungsunternehmen, Wohnungsgenossenschaften, Gemeinden, Kreise, sonstige Körperschaften und Anstalten des öffentlichen Rechts, and private persons — i.e. the owning entity, whatever its form, as long as it holds lettable flats.
  • Gates: the flat must be in good condition (no renovation backlog — that is the modernisation strand instead), sized appropriately for its rooms; new, ready-to-occupy stock must meet Neubaustandard Plus, plus Nachhaltigkeitszertifizierung above 100 units. Tenants need a Wohnberechtigungsschein. A continuation of existing Belegungsrechte is also fundable.
  • Extras for particularly energy-efficient space, DIN 18040-2 accessibility, and Quartiersgestaltung measures.
  • Apply before granting the rights at the Wohnraumförderungsstelle (Vordruck 9027), decided by the L-Bank. Not combinable with other Landeswohnraumförderung lines for the same flats.

Capital-stack role: it is not construction finance. It is cash paid for a covenant, which a group can use to repay a bridge loan, to reduce Direktkredit exposure, or to fund the common areas — at the price of a 10–40-year allocation and rent cap.
