Zaragoza provides a completed, concrete cooperative surface-right route. Zaragoza Vivienda’s board approved a land/right exchange with Sociedad Cooperativa de Vivienda Acobijo; the City’s 18 January 2026 report describes municipal land at Manuel Lacruz 23 combined with the cooperative’s adjoining Villacampa site, with a 75-year surface right supporting 18 cohousing homes. Zaragoza Vivienda receives a home for social management and shared areas support neighbourhood activities. The board agenda records the exchange approval; this is an awarded project, not an open tender or a route another group can claim automatically.
For precedent, Zaragoza Vivienda’s VIVCP1-18 (2018) open patrimonial competition did explicitly offer two sites to housing cooperatives/nonprofits for use-right homes and records adjudication in 2019. It is closed. New groups need a separately published parcel call or negotiated award basis, a feasible long-term financing model, and compliance with the actual surface-right deed/planning/protected-housing terms. Do not use the case’s 75-year period as a general city offer.
