Vitoria-Gasteiz’s finally approved PGOU, Tome III (December 2025), expressly defines “vivienda colaborativa” in Article 4.2.2. It may be public or private housing for people who are not one family but share services under a common regime, with common facilities/services/zones at least equivalent to dotational accommodation. It is permitted as a low-density complex across one or more complete parcels or as collective housing occupying the entire building; the development must be a single project and each phase must contain common services adequate to its homes. Housing habitability must also meet Basque Decree 80/2022.
This is a concrete zoning/design gate for a group assembling a Vitoria site, not an aid call, cooperative-status rule, public-land award or assurance that collaborative use is permitted on every parcel. Check the PGOU’s parcel-specific zoning/compatibility table and get municipal planning confirmation before land acquisition or design freeze. No city-specific cooperative finance call was verified in the planning source reviewed.
