As of 5 October 2026, the Community of Madrid and Avalmadrid report an active public risk-reafianzamiento agreement supporting credit operations for land acquisition and construction of protected housing, with a stated envelope of up to €500 million of guarantees and up to 10,000 homes. The region’s €15 million backing is programme-level credit, not a per-project cap. Housing cooperatives and other public/private promoters are named as possible beneficiaries; a first €8 million operation for land for 288 affordable-rental homes was formalised. This is a guarantee supporting lender credit, not a grant or direct loan. Public sources do not publish the complete borrower underwriting, fees, security package, application form or current remaining guarantee capacity, so a group must confirm those details directly with Avalmadrid and its lender before relying on the route.
The separate protected-housing qualification process requires provisional qualification before works and final qualification after completion; the land-use designation and chosen VPPB/VPPL regime constrain destination and price. Do not treat qualification as funding. The regional page identifies cooperatives among eligible promoters. The PRTR building-rehabilitation routes sampled on the regional site are closed and do not reopen by virtue of the national 2026–2030 plan.
