For a housing cooperative, select the governing cooperative statute by the real location and territorial pattern of its cooperative activity; the label “national cooperative” or registered office alone is not a safe substitute. Article 2 of State Ley 27/1999 applies to cross-autonomous-community activity only where no one community is the principal place, and expressly to cooperatives operating mainly in Ceuta or Melilla. The 2026 amendment added a rule preserving the exercise, scope and development of autonomous-community exclusive competence for the multi-community case (additional provision 15). Where one community is principal, use its regional statute and confirm the competent cooperative registry. Housing-sector, land, planning and protected-housing laws can add separate gates. Incorporation does not itself confer non-profit status, use-right tenure, access to public land, or grant eligibility. Catalonia is intentionally excluded from this table; see ct-cooperativa-habitatges.

This table identifies the statutes; it is not a substitute for checking the consolidated text and registry practice for a particular project.
