Lower Saxony funds under its own Niedersächsisches Wohnraumfördergesetz (NWoFG) and the DVO-NWoFG, with the RL Mietwohnraum 2026 (RdErl. MW v. 25.06.2026, Nds. MBl. 2026 Nr. 319, VORIS 23400) as the operative rule. Funder: Land Niedersachsen with federal money; Förderbank: NBank, Hannover.

  • Group as Bauherr: yes, and named as such. The Richtlinie says Zuwendungsempfänger may be natural and legal persons of public and private law and Personenvereinigungen mit eigener Rechtspersönlichkeit — “dazu gehören auch Genossenschaften und Baugemeinschaften”. A Baugemeinschaft should be rechtsfähig, so an eGbR, eG, e.V. or GmbH, not a loose group.
  • Three income groups keyed to § 3 Abs. 2 NWoFG: A at the limit, B up to +40 %, C up to +60 %. The deeper the subsidy the tighter the group: more grant for A, more loan for C.
  • You do not apply to NBank. Applications go to the local Wohnraumförderstelle — the Landkreis, Stadt or Gemeinde where you are building (§ 21 Abs. 1 NWoFG). NBank then bewilligt, pays out and administers.
  • Cohousing is written into the rules, not tolerated at the edges: gemeinschaftliche Wohnformen are a defined Fördergegenstand, and modellhafte Wohnungsbauprojekte earn extra grant.
  • Gaps: Niedersachsen has no line for buying Genossenschaftsanteile and no state-level Baugemeinschaften agency or land instrument comparable to Hamburg’s.

Detail

  • Open question (not a fact): the euro figures in § 3 Abs. 2 NWoFG were not retrievable from nds-voris.de on 2026-09-10. Every income gate below is expressed relative to that limit; get the current euro table from the local Wohnraumförderstelle before modelling a group’s eligibility.
  • Einkommensgruppe C is only available for rental housing generally; for owner-occupied housing it applies only in areas designated under § 4 Abs. 1 Nr. 3 or 4 DVO-NWoFG.
  • NBank also runs Junges Wohnen (student and apprentice Wohnheimplätze), a separate line for the Ostfriesische Inseln, and an energy-grant line for high-standard new rental build.
