It is a property-sourcing and public-acquisition pathway for ERP/ERS, emergency housing, social/senior housing, co-housing, co-living and housing first; it does not itself award a construction or operating grant. Public administrations and public-controlled entities may propose property; municipalities have a separate lane; ETS may propose property for social use/conveyance.
